G.O.Ms.No.237, Finance (IOC&IT) Department, dated: 14.08.2008.
ORDER:
The Government is operationalizing Comprehensive Financial Management System
(CFMS) in order to establish state-of-the art IT applications for effective public financial
management. The application will provide seamless and dynamic interface with all
stakeholders and facilitate real-time financial management. The CFMS uses the SAP
platform for complete integration of all components of public financial management like
Budget, Expenditure, HRMS, Revenue ,Accounts, Ways & Means and Debt management.
2. The Government has decided to name the project of Comprehensive Financial
Management System (CFMS) as E-Nidhi with immediate effect. Accordingly the following
notification is issued:
NOTIFICATION
“The Comprehensive Financial Management System (CFMS) Project is hereby
named as E-Nidhi”.
3. All Departments of Secretariat and Heads of Department are requested to make any
correspondence regarding Comprehensive Financial Management System (CFMS) in future
in the name of E-Nidhi.
4. The System Integrator M/s NIIT Technologies is requested to update the portal with
the name E-Nidhi and develop and implement appropriate logo and brand E-Nidhi.

ORDER:
In the Governmentorder read above, Government issued orders implementing the
Revised Scales of Pay, 2015.
2. The Tenth Pay Revision Commissioner,among others,recommended for sanction of
five stagnation incrementsto the employees who reached the maximum of the pay scale.
3. After careful examination, Government accepted the above recommendation and
accordingly hereby order that all the employees drawing pay in Revised Scales of Pay 2015 are
entitled for five stagnation increments beyond the maximum of time scale in which they are
drawing pay. These stagnation increments shall be treated as regular increments for all
purposes such as fixation of pay on promotion/Automatic Advancement Scheme, Pension etc.
4. The following notification shall be published in the A.P. Gazette.
NOTIFICATION
In exercise of the powers conferred by the proviso to article 309 of the Constitution of
India, the Government of Andhra Pradesh hereby makes the following amendment to Andhra
Pradesh Revised Scales of Pay Rules, 2015.
AMENDMENT
The following rule shall be insertedafter Rule 7.
“7-A.In the event of stagnation, five stagnation increments shall be allowed beyond the
time scale in the Revised Scales of Pay, 2015. These stagnation increments shall be
treated as regular increments for all purposes such as fixation of pay on promotion /
Automatic Advancement Scheme, Pension etc.”

ORDER:
In the G.O.13th read above, Government issued orders introducing
the Revised Automatic Advancement Scheme with the periodicity of the
Scheme as 6/12/18/24 years of service replacing the earlier scheme with
periodicity of 8/16/24 years. Subsequently, necessary clarifications were
also issued in the Memos 14th and 15th read above. In the G.O. 16th
read above, the Revised Pay Scales, 2015 were implemented.
2. The Tenth Pay Revision Commission recommended that the existing
scheme of Automatic Advancement Scheme requires no further changes
and it may be continued to be implemented in existing form.
3. Government accepted the above recommendation and accordingly
hereby order that ;
(i) The existing Special Grade, SPP-IA/SAPP-IA/SPP-IB/SAPPIB/
SPPII/SAPP-II shall be continued with the Special Grade after
6 years, SPPIA/SAPP-IA after 12 years, SPP-IB/SAPP-IB after 18
years and SPPII/SAPP-II after 24 years.

ii. If service rules are changed prescribing additional qualifications
for promotion after the entry of the individual into service,
thereby depriving him of the benefit of promotion and
consequently to the benefits of Special Promotion Post Scale-I
A&B/ Special Promotion Post Scales-II, he/she shall be given the
benefit of the next scale contemplated under the Special Adhoc
Promotion Post Scale-IA & IB and SAPP-II.
iii. The benefit of pay fixation under F.R.22-B be continued on
promotion even if the employee had derived the benefit under
Special Grade or SPP I-A and SPP I-B and if this results in the
senior drawing less pay than the junior the pay of the senior be
stepped up to that of the junior subject to the conditions
enumerated in G.O.Ms.No.297, Fin.(PRC-I) Dept., dt.25-10-1983.
iv. Where service rules are relaxed to enable regular promotion, they
should be automatically extended to the Automatic Advancement
Scheme for purposes of extending the benefit of SPP-IA / SPP-II.
v. In certain categories like Attender, Dafedar, Jamedar and Record
Assistants or Roneo Operators, the services rendered by them in
these categories together shall be reckoned for purpose of
Automatic Advancement Scheme.
vi. The benefit of Automatic Advancement Scheme shall be continued
up to and inclusive of Grade-XXV in the revised scales i.e.,
Rs.49,870-1,00,770.
4. The employees after availing the benefit of SPP-II are not eligible for
the Automatic Advancement Scheme on their further promotion.
5. The service that is to be reckoned for the purpose of appointment to
Automatic Advancement Scheme is as spelt out in Govt.Memo.No.11th
read above.
6. All the conditions laid down, clarificatory orders and instructions on
Automatic Advancement Schemeissued from time to time so far as they are
in consonance with these orders shall continue to be in force.
7. These orders shall be applicable to the Government employees,
teaching and Non-teaching staff of Local Bodies and Aided Institutions
drawing State Pay Scales and drawing the pay in Grade-I to Grade-XXV in
the Revised Scales, 2015, i.e.up to and including the pay scale of
Rs.49,870-1,00,770.
8. The Scheme shall be deemed to have come into force on and from
01.07.2013. The salary as per the pay fixation under this scheme in the
Revised Pay Scales, 2015 will be paid in cash from the month of April,
2015 onwards. As regard the arrears of pay fixations as per the Automatic
Advancement Scheme in the Revised Pay Scales, 2015 from 02-06-2014 to
31-03-2015, orders will be issued separately.

9. The Special Grade Scales in the Revised Pay Scales, 2015 are as
indicated in Annexure-I. Automatic Advancement Scheme scales for the
categories of Last Grade Posts,Record Assistants, Roneo Operators and
Drivers are indicated in the Annexure- II.
10. Any pay fixations contrary to the above Rules are liable for revision
of pay and the excess amount paid thereon shall be recovered from the
salaries of the employees concerned without any notice.

AP GOVT EDCET-2015 RESULTS HAVE RELEASED

ACTION PLAN OF SCHOOLS IN KAKINADA DIVISION
FOR THE ACADEMIC YEAR 2015-16

        Review meeting started with appreciation of HM, Teachers and students those who were worked sincerely for getting good results in SSC for last academic year by the Dy.E.O Madam.

        How to utilize grants and how to submit UC’s class had been given by Sharma Sir. UC’s of Grants for phase I, II and III should submit on 12th June, 2015 and Reports of Annual grants on or before 15th June, 2015. UC’s of the financial years from 2009-10 to 2013-14 of all grants should submit on or before 22nd June, 2015. Proforma’s should be sent to your school mails.

ACTION PLAN

Every school should prepare their institution plan for the academic year 2015-16 on or before 22nd June, 2015 three copies and submit DEO and Dy.E.O office one copy each.

Ø Enrollment Drive: We should give major importance to increase enrollment in our schools by tie up with nearest primary schools by giving admission forms and taking record sheets of the students. Motivating the parents of the Private schools students by explaining our results and achievements.

Ø We should start lessons on reopening day without fail.

Ø All the teachers must follow the mails and sms about Badibata programme.

Ø NT books should distribute on reopening day. All the HM’s and MEO’s should take care atleast one copy at the subject teacher and one copy at the students in all subjects. Preliminary reports about NT books must be sent on 22nd June, 2015.

Ø Uniforms have to distribute in the first week means between 15th and 22nd of June.

Ø Infrastructure Readiness: Schools must be cleaned and maintain Attendance registers on or before 14th June, 2015.

Ø Teacher Readiness: Every teacher must attend on or before 9.30 am every day. Teachers must maintain the records of Teacher’s Diary atleast two lines per period including class, lesson and topic along with Year Plan, Unit Plan cum Period Plan. Two pages should enclose for each lesson in Unit plan to write additional information.

Ø Teacher’s Planning for 10th Class
-        Syllabus should complete on or before 30th November, 2015.
-        Extra classes should be started either 15th July or 1st August both morning and evening sessions.
-        Two slip tests(20marks) must conduct per month and record marks.
-        One question should be given to the student as a Homework.

Ø MEO’s should monitor Schools from June onwards.

Teacher’s Planning for 6th to 9th Classes

Ø Readiness programme for the students in three languages by taking intensive care by adopting the slow learners to gifted children in the same class. They have to move, play, eat and learn together.
Ø Adopt slow learner to higher class student after school hours(4.45 to 5.45) in the presence of co-curricular teachers.
Ø Syllabus should be completed on or before 15th February, 2016.
Ø Atleast one Slip test per month should conduct and record the marks.
Ø One question should be given to the student as a Homework(written/recitation/application). And teacher should spend 5minutes for HW analysis in the period.
Ø Project works in the lesson must complete every month.


For Complex HM’s:

        Encourage the Primary teacher’s those who are performed excellence to improve the student in languages like Telugu and English by felicitation. Visit the primary schools along with Telugu and English teachers to interact with the students in innovative way for getting good results. Interact with the teachers by making phone calls. Timings should be followed.

INTERNET:

        Each school should maintain internet facility whatever the plan useful to you. By using lessons CD’s you can utilize the services of computers.

Adoption of Material:

        Computer lab, Science lab and News papers maintenance should be allotted to a teacher and group of students. How to write news should be habituated by the Social Teachers.


MID DAY MEAL:

        Mid day Meal committee should have a teacher along with physical education teacher. MDM diary maintenance committee should increase the counters to finish the MDM in 20 minutes. Habituate silent eating.

School Paintings:

        Schools which were need to paint should paint by white wash subject to availability of grants. Name board of the HM with qualifications must be hanged outside the HM room.

LOGO’S:

All the schools must maintain the Logo’s of RMSA, SSA, MDM and SWATCHA BHARATH.

TARGET:

Every school should work for 100% results in SSC for this academic year (2015-16).
